Crocheting an afghan and working on edging. I did the top edging and am now working on the side.?

I don't understand what "skip first row, (sc in end of nxt row, ch3, sk nxt row) across;working in free loops and in sps across beginning ch, sc in marked ch, (ch3, sk nxt ch, sc in nxt ch) twice, (ch3,sc) twice in next sp.
