Geographic Area, CalState Long Beach?

I have read some articles that say that CalStates give preference to applicants who live within their geographic area. is this true? I live in Carson, California. Am I in the geographic area for CalState Long Beach? How do you find out the geographic areas and whether you are or are in in one?
