Why cant i access my system restore?

when i try to do a system restore on my dell inspiron b130 it asks me to choose a program to open it with, iv never had this happen when iv done system restores in the past. also when i try to access the add/remove programs function in the control panel it says access denied. Im not computer illiterate Iv just never ran into a problem like this before.
